Overview

The “I Love Malaysia” Microfilm Competition is a nationwide cultural initiative by the Malaysian Micro Film Association (MMFA), celebrating Malaysian identity and promoting cross-cultural creativity. As it enters its national launch, MMFA invites qualified partners to join via an open tender process. Selected partners will help manage and scale key components, including event operations, review systems, and screen distribution.

Roles Open For Partner

Judging System & Rules Design Partner

Design a fair, standardized judging and competition framework.

Scope of Services

Core Requirement

Design of Overall Competition Structure & Workflow

Build a judging process that can efficiently handle large-scale participation (up to 1 million entries)
Define how participants progress through the competition — from entry to final judging — with clear rules and scoring systems
Develop official documentation including competition rulebooks, participant guides, and evaluation protocols

Content Rules and Evaluation Framework Design

Create a content classification and tagging system suitable for multilingual and multicultural submissions
Set up a well-rounded judging system with clear scoring criteria (e.g. creativity, relevance, storytelling, technical quality)
Propose a two-level judging process: expert panel + public audience participation
Outline the full judging timeline and how winners will be announced transparently

What We're Looking For in a Partner

Experience managing cultural, content, or film competitions — especially in Malaysia, Southeast Asia, or China
Able to independently design judging systems or competition structures from scratch
Strong background in: Institutional or program design, Copyright/legal compliance, Content classification and localization across cultures
Understand international judging standards and best practices — and know how to adapt them to the Malaysian context

Competition Operations & Delivery Partner

Oversee project coordination, timeline control, and cross-role alignment

Scope of Services

Core Requirement

Full Competition Operations Management

Oversee the entire execution of the competition from start to finish
Manage timelines, deadlines, and coordination checkpoints
Ensure smooth communication across different teams and partners

Online System Setup and Integration

Build and manage online registration and scoring platforms
Integrate with the judging backend system
Provide technical support and ensure stability throughout the competition

Offline Event Execution

Plan and run key physical events such as semi-finals, screenings, meetups, and the award ceremony
Handle all logistics including flow control, venue setup, and on-site safety

What we are looking for in a partner

Experience running nationwide or international competitions/events — especially in film, creative, or content-related fields across Malaysia, Southeast Asia, or China
Able to manage both online platforms and offline event logistics, ensuring consistency across formats
Skilled in multi-party coordination and real-time execution, especially across multiple cities or regions

Project Management & Coordination Partner

Oversee project coordination, timeline control, and cross-role alignment

Scope of Services

Core Requirement

Project Planning & Progress Monitoring

Create and manage a full execution roadmap for the entire competition
Track timelines, manage pacing, and oversee milestone progress
Coordinate work across multiple teams and vendors
Deliver periodic status reports and project updates

Cross-Team Communication & Collaboration

Design and maintain communication workflows between the 3 core partners: Judging, Operations and Traffic Management
Quickly respond to unexpected issues or coordination gaps
Ensure smooth and timely flow of information between all key teams

Oversight & Risk Management

Monitor project risks and anticipate potential delays or bottlenecks
Set up regular reviews and reporting mechanisms for transparency
Provide strategic recommendations and corrective paths to keep the competition on track

What we are looking for in a Partner

Proven experience managing large-scale projects, competitions, or government-related events
Skilled in multi-team coordination, timeline tracking, and structured communication
Able to manage from the mid-office layer, working across functions and systems
Can independently set up oversight frameworks and risk control mechanisms
Understands typical challenges in cultural/creative projects and knows how to mitigate them

Content Scheduling & Digital Traffic Partner

Manage content traffic and screen-based distribution strategies.

Scope of Services

Core Requirement

Smart Content Scheduling & Delivery

Design and manage a content distribution system that adapts to geography, time slots, and campaign priorities
Enable real-time content adjustments based on live voting, user interaction, and regional campaign needs
Support cross-location coordination while allowing local content preference — enabling “watch and vote” mechanics across the country

User Journey Tracking & Traffic Analytics

Build a full funnel tracking model: from content exposure → engagement → store visit or campaign action
Collect engagement data through QR codes, check-ins, coupon redemptions, and similar signals
Analyze user behavior to generate insights and provide performance optimization reports

System Integration & Content Strategy Coordination

Integrate with existing control systems, AI engines, and content management platforms
Support campaign planning for high-traffic or seasonal moments (e.g. festive promos, school holidays, major events)
Provide strategic input to ensure alignment with platform engagement goals

What we are looking for in a partner

Experience managing large-scale digital media platforms, city-level screen networks, or high-traffic short video platforms
Strong knowledge of algorithmic scheduling, geo-distribution, and media optimization
Has deployed content delivery systems with millions of views or interactions across multiple platforms
Familiar with recommendation engine logic used by platforms like TikTok (Douyin) or WeChat Channels
ROI-driven mindset: capable of connecting content performance with commercial results, loyalty, or store traffic

Interested vendors must register and access through the I Love Malaysia Tender Portal to access proposal guidelines and upload documents.

After registration, you’ll receive login credentials to submit your proposal and track updates.

    1. Can we submit proposals for more than one role?

    Yes. You may submit one consolidated proposal or separate files. Just state the roles clearly in your subject line and proposal.

    2. Can companies partner or submit joint proposals?

    Yes. Consortiums or partnerships are allowed. Please define each party’s role clearly and appoint one lead contact.

    3. Are foreign-based companies eligible to bid?

    Yes. Overseas companies are welcome, especially those with relevant regional experience.

    4. Is there a fixed proposal format or template?

    No. You may use your own format, but ensure all required content is included as listed in the “How to Submit” section.

    5. Can we revise our proposal before the deadline?

    Yes. You may resubmit updated files anytime before 11:59 PM on 30 May 2025.

    6. Will vendors be contacted individually after submission?

    Yes. Shortlisted vendors will be notified by email and results will be published by 30 June 2025.

    7. What are the key evaluation criteria?

    Proposals will be evaluated based on project relevance, execution capability, relevant experience, and strategic alignment.

    8. Are individuals or freelancers eligible to submit?

    Only registered companies, formal partnerships, or incorporated teams are eligible to submit proposals.

    9. Will MMFA provide creative direction or must we propose ideas?

    Both. MMFA will provide a central framework, but creative ideas and execution strategies are encouraged.
